    HB 2398 Rep Saccone’s Pennsylvania Concealed Carry Legislation will give PA universal recognition of concealed carry permits issued from other states..

    Subject: Pennsylvania Concealed Carry Legislation

    I will be introducing legislation to further the safety and welfare of Pennsylvania citizens, as well as visitors to this state by clarifying and improving legitimate, lawful self-defense options. This legislation will provide for universal recognition of concealed carry permits among States.

    Current Pennsylvania law is conflicting, in some regards, limiting. My legislation will address these areas and will also lead to a more straightforward and more easily interpreted understanding of the laws by citizens when carrying firearms and by law enforcement when interacting with citizens who carry a permit within their own State.

    By improving the opportunities for the law abiding citizens to carry self-defense tools into Pennsylvania, we will be seen as a leader in promoting public welfare, not to mention the increased tourism due to a higher safety factor of a state that promotes self-defense options for law-abiding citizens.
    With passage of HB 2398 PA would automatically grant recognition of concealed carry permits from all states held by non-residents of PA while they are in PA.

    Of course ALL of the UFA would still apply to non-resident of PA visiting just like when you have to obey all the firearm laws in any state that honors a PA LCTF permit when you visit.

    Special Note HB 2398 is a direct response to the current PA Attorney General Kane limiting the use of non resident permits in PA by invaliding those permits.

    AG Kane took it upon herself to start rewriting / modifying / renegotiation of reciprocity agreements with numerous other states...... this policy change is based on what? problems with reciprocity? personal political agenda of AG Kane? might be a good idea to prevent future abuse is to now rein in the AG powers with firearms reciprocity agreements and other states as HB 2398 will do.


    These numerous actions by AG Kane have made many law abiding gun owners from other states take note that they are NOT Welcome in PA anymore.

    Many state legislators boarding PA do everything they can to disarm their citizens and ONLY allow the politically privileged to obtain concealed carry permits from those states.

    Many law abiding gun owners had relied non resident permits to visit PA.

    The unintended consequences of AG Kane actions was law-abiding gun owners that had relied on non-resident permits to visit PA were and are now going to be boycotting PA.

    Voting with their feet by staying out of PA, as some of you probably don’t visit certain states (if you can avoid it) because they don’t recognize your PA LTCF permit, you just refuse to go to those states.


    Currently PA stands to lose all of that visitor money with the loss of tourism no thanks AG Kane, tourism money that many business rely on to pay their taxes and keep their business in the profitable side.

    UPDATE July 7, 2014 FIRE Mission for EFFECT from FOAC & USRKBA Action Center

    Our PA Attorney General, Kathleen Kane, holds the ‘right to carry a firearm’ for self-defense in low regard. She ran for office on a gun control platform (see it here: http://www.pagunrights.com/2012/11/k...i-gun-support/). Her conduct demonstrates an ideologue mentality regarding firearm ownership by her policies in limiting, modifying and/or outright eliminating reciprocity & recognition agreements with other states. These policies have greatly impacted not only residents of PA but also non-residents from a growing number of states.

    There is now a solution to this problem – HB 2398 --- http://www.legis.state.pa.us/cfdocs/...type=B&bn=2398

    (introduced by state Rep. Rick Saccone) which is currently in the PA House of Representatives Judiciary Committee. This legislation will close the bureaucratic loophole that the Attorney General is using to modify these interstate agreements.

    We need your help in reaching out to PA House members to solicit their support, co-sponsorship and direct intervention in seeing this legislation moved out of committee and to the floor of the House for a full vote!

    We are asking YOU to go to the USRKBA Action Center and take a moment to send an email (through the site below) Pro-Gun PA State House Representative urging him/her to rein in this rogue Attorney General.     Better to impeach the AG, first. This legislation is a result of her overreach. Overreach by a Dem....Me thinks there is a pattern here.

    He makes a good point about people voting with their feet. I will not visit or spend money in any state that does not recognize my Pa. carry permit.
