Because of clutter, this thread has become fairly useless. I'm closing it at least temporarily for clean up, and possibly permanently if a better solution can be determined.

After some thought, it seems that the best way to keep a 'running list' of preemption violations, challenges, and victories, is through means other than a forum thread. More information can be found in the new thread (Municipalities in violation of §6120 (Preemption)), outlining the new methods to track these efforts.
