Default Laws of private firearm sales

Can someone explain the current laws on private sales. I assumed that to sell a firearm, you must have a dealer process the transaction.

Currently, the transfer of handguns requires a background check and thus requires an FFL-holder to handle it. "Long Guns" (rifles and shotguns) do not require a background check and so can be completed "face-to-face" between buyer and seller. As a general rule, unless you well know the individual to whom you are selling any firearm, it's a good idea to go through the background check.

Interstate, whether FTF or not, must go through FFL in buyers state for handgun and FFL from either state for rifle.

Intra-state:
Long guns. No FFL needed. You can sell FTF or ship to buyer as long as you have no reason to believe they are a prohibited person from owning.
Handguns: Must go through FFL or sheriff's office for transfer except: between spouses, between parent and child, between grandparent and grandchild.

Is there an exception for Interstate sales when the states are contiguous? I thought that a FTF or casual sale was permitted between individuals from PA & NY, or NY & NJ. Thanks for your help.

I've read there might bave been at one time (prior to me paying attention) but that's no longer the case. Seem to recall something about the FOPA of 86 changing that but I wasn't able to find it yet ?
