Yea, thats HUGE.
What this means is that if you have a permit in any other state, you can carry anywhere except philli. You just have to do it openly. Even though open carry is considered concealed in a car, thats perfectly ok according to this law... (which no officer will be aware of, I bet)

They can carry inside their vehicle, but unless their permit is honored by PA, they cannot get out of the vehicle to pump gas, get a soda, etc.

This makes sense, the exemption was probably given for people who are travelling straight through the state, however it's interesting as I was unaware of this exemption until yesterday.

I know you can carry in a car in South Carolina without a permit at all.
