Default out of staters can carry in vehicles

If an out-of-stater has a CCW in his home or any state, he can carry in a car in PA.

§ 6106. Firearms not to be carried without a license.
(a) Offense defined.--Any person who carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license under this chapter commits a felony of the third degree.

(b) Exceptions.--The provisions of subsection (a) shall not apply to:

11 Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.



I just noticed this while doing some reasearch on another issue.

I just noticed this while doing some reasearch on another issue.
I actually noticed that exact same exception yesterday while I was researching another issue as well.

Yea, thats HUGE.

What this means is that if you have a permit in any other state, you can carry anywhere except philli. You just have to do it openly. Even though open carry is considered concealed in a car, thats perfectly ok according to this law...

(which no officer will be aware of, I bet)

They can carry inside their vehicle, but unless their permit is honored by PA, they cannot get out of the vehicle to pump gas, get a soda, etc.

If they are engaged in Open Carry they can, correct? (except in philli)

This makes sense, the exemption was probably given for people who are travelling straight through the state, however it's interesting as I was unaware of this exemption until yesterday.
