§ 10-822. Carrying of Weapons in or on Public and Private Buildings. 191
(1) Definition.

Weapon. Any firearm as defined in Bill No. 2690, approved August 17, 1967 (1967 Ordinances, Page 896), and any other weapon as defined in Bill No. 544, approved August 26, 1968 (1968 Ordinances, Page 906).

(2) Prohibited Conduct. No person shall possess any weapon in any educational institutions except:

(a) private security guards;

(b) City, State or Federal law enforcement officers;

(c) State or Federal military forces on active duty;

(d) members of any reserve officers training corps, color guards and drill or rifle teams, when engaged in lawful organizational activities;

(e) any person authorized by law enforcement agencies to possess weapons.
(3) Penalty. The penalty for violation of this Section shall be a fine of not more than three hundred (300) dollars or imprisonment of not more than ninety (90) days, or both.

What is funny is that it implies that it is illegal to carry at a school but at the same time says that it is legal to cary if you are "auhorized by law enforcement agencies to possess weapons". There's so much wrong with that statement that I'm not even going to touch it.

Oh, and wasn't it nice of the council to finally once and for all define all "assualt weapons"

(a) Assault Weapons. All semi-automatic weapons, or weapon parts, designated as assault weapons herein. Such term shall include all versions of the following, including weapons sold under the designation provided in this subsection and weapons which are determined by the Philadelphia Police Commissioner by regulation to be substantially similar in function and design to such weapons sold under any designation:

(.1) Algimec AGM 1 type;

(.2) any shotgun with a revolving cylinder such as the "Street Sweeper" or "Striker 12";

(.3) Armalite AR-180 type;

(.4) Australian Automatic Arms SAR;

(.5) Avtomat Kalashnikov type semi-automatic weapons;

(.6) Beretta AR-70 and BM59 semi-automatic weapons;

(.7) Bushmaster Assault Rifle;

(.8) Calico M-900 Assault carbine and M-900;

(.9) CETME G3;

(.10) Chartered Industries of Singapore SR-88 type;

(.11) Colt AR-15 and CAR-15 series;

(.12) Daewoo K-1, K-2, Max 1 and Max 2, AR 100 types;

(.13) Demro TAC-1 carbine type;

(.14) Encom MP-9 and MP-45 carbine types;

(.15) FAMAS MAS 223 types;

HOLY CRAP! I just keep finding more crap in the philly code:

§ 10-814a. Acquisition or Transfer of Firearms. 181.1
(1) Definitions.

(a) Firearm. Any weapon which is designed to or may readily be converted to expel any projectile by the action of an explosive or the frame or receiver of any such weapon.

(b) Department. The Philadelphia Police Department.

(2) Prohibited Conduct. No person shall acquire or transfer any firearm in the City, and no person shall acquire a firearm outside of the City that is brought into the City, unless application has been submitted to, and license obtained from, the Department.
