The civil rights cases are often done with at least a partial, if not full, contingency agreement, so the plaintiffs do not have to lay thousands of dollars out of their own pockets in advance, but rather pay a percentage of any award.

I'd rather see these organizations getting more involved where gun owners end up as defendants under bogus circumstances so case law and precedent could be strengthened. This, in turn, could potentially make civil cases easier to bring and more costly for those in authority who choose to disregard the limits placed upon them.

My guess is the case won't even change the behavior of the Cleveland Heights Police. I'm really happy he sued though. I love when he keeps asking if this is Nazi Germany. He does it so calmly without emotion, it sounds like an unrhetorical question.

This is a pretty good one. I will watch this with great interest.

The aspect I enjoy the most is that the police somehow believe that they have the ability to investigate anyone they see fit without RAS. On the audio they can be heard repeatedly claiming "we do not know who you are." As if that matters in any way. What they were saying in effect is that "we can do whatever we wish, whenever we wish, your rights be damned."

No, it comes from "on the job" training.
Police receive a small amount of state sanctioned training and then they hit the streets under the supervision of the more experienced officers.
They do as they have been taught, on the street, by other officers. Even if it contradicts what they have learned in the academy.

Example: Traffic stop.
The first time they see someone stopped, that admits they have a firearm, they see that the gun is taken, serial numbers run and 50 questions asked. So, next time they come across that situation they do as they witnessed and were shown how to do it.

It's become common, but incorrect knowledge that the first thing you do when you see someone doing something "questionable" is demand their ID.
People largely (nearly unanimously) comply. Even those who know they are not obligated usually comply. After all, they don't want to give the officer a hard time. They're just doing their job...
