I'd be willing to bet it's just a carryover from hunting regulations and no specific laws for LTCF holders were made.

§7727 of the vehicle code has been pre-empted recently by 18 Pa CSA 6109

(1) a law enforcement officer whose current identification as a law enforcement officer shall be construed as a valid license to carry a firearm; or

(2) any licensee.
This preemption only applies to CC. Hence OC with or without an LTCF would still violate 7727 but CC with LTCF would not be a violation.
