A civilian is anyone not covered by the UCMJ. You are military or you are a civilian. Federal agents, police officers, hell even mayors or council members may fancy themselves in a category somewhere above "civilian", but a badge or title doesn't make you not a civilian. You have a job you are free to quit. The laws of this country apply to you and give you protections. Military personnel are held to a different set of laws and personal conduct standards, and can be jailed, fined, be prohibited from working, or killed for things that many "civilians" would find ridiculous, and they must serve out their contracts.

up here in canada if you get into trouble with an armed attacker you are not allowed to defend yourself, you are to call 911 and HOPE the cops get here in time to save you. if you get the upper hand and hurt the attacker you will be charged while the attacker gets a nice hospital bed. they are trying to get a cc law in place but having a hard time to get it started as they say they have enough cops to protect everyone.
