dont know about OC for out of state, but you DO NEED A LTCF for carry in a car.
Once you get in the car it is considered concealed. or a LTCF from a state with a reciprical agreement

No agreement needed for in a vehicle. Licenses from ANY state are honored for in car carrying/transporting.

Correct, for car carry. CC on foot requires a license from a reciprocal state.
The AG has the controlling say over reciprocity. He has said that a license to carry from any state is OK for vehicle carry. Depends 100% on the laws of the state your in.

PA's laws have no bearing on other states. You have to follow the law of the land you are in. As for MD - you'd have to have a MD license/permit or fall under one of their exemptions. States with agreements will honor our PA LTCF as if it were one of their own. Some states dont require a license or permit in a vehicle being considered an extension to one's place of abode. You have to know the laws of any state in which you travel.
