Getting a retainer to represent a municipality ~+$50,000
Blowing through retainer money and racking up billable hours ~+$65,000

My first thought was that their insurance company is denying the claim, or has dropped their coverage since they've had so many lawsuits...

My uninformed guess would be it's a stall tactic. Based on a recent incident I went through, I'm assuming the judge imposed some time limits and the conference date was set in stone. I think one of the only ways to buy some extra time after dragging the law suit out this long is to change legal councel and beg the court for an extension so the new attorneys can come up to speed on the case. Probably in hopes of wearing the plaintiffs down emotionally and/or financially so they will agree to a settlement more favorable to the defendants just to put an end to the whole ordeal. Keep in mind that the defendants are on the clock throughout this process, but the plaintiffs are taking time out of their own, and their family's lives. However, I get the distinct impression Gorillas don't wear down that easily.

How do you know about new counsel?

At least in my reading of it, the letter doesn't say anything about a change of counsel.
