    For reference:

    § 5503. Disorderly conduct.
    (a) Offense defined.--A person is guilty of disorderly conduct if, with intent to cause public inconvenience, annoyance or alarm, or recklessly creating a risk thereof, he:
    (1) engages in fighting or threatening, or in violent or
    tumultuous behavior;
    (2) makes unreasonable noise;
    (3) uses obscene language, or makes an obscene gesture;
    or
    (4) creates a hazardous or physically offensive condition by any act which serves no legitimate purpose of the actor.
    (b) Grading.--An offense under this section is a misdemeanor of the third degree if the intent of the actor is to cause substantial harm or serious inconvenience, or if he persists in disorderly conduct after reasonable warning or request to desist. Otherwise disorderly conduct is a summary offense.
    (c) Definition.--As used in this section the word "public" means affecting or likely to affect persons in a place to which the public or a substantial group has access; among the places included are highways, transport facilities, schools, prisons, apartment houses, places of business or amusement, any neighborhood, or any premises which are open to the public.

    § 2705. Recklessly endangering another person.
    A person commits a misdemeanor of the second degree if he recklessly engages in conduct which places or may place another person in danger of death or serious bodily injury.

    Wow, the PPD is even stupider than I thought.

    Expect them to hold these as bargaining chips for the expected civil lawsuit, that's a fairly routine (yet wholly vile) strategy, especially when the charges aren't filed until after the possibility of a civil suit comes to light.

    Viper had a weak case before, where his damages were hard to quantify, his detention was brief, and the officers were doubtless responding to a call. This is just...sick. If even one of the officers involved here does the right thing and dimes out the others, who plotted and schemed to charge him just for leverage against the expected civil suit, he's going to have a MUCH better case.

    And he'll get a Philly jury, too. Winning.

    Its up to Mark of course, but if it were me, I'd be adding whatever ADA dreamed up that charge to my eventual suit and run them out of town on a rail !

    How the hell could ANY person with a nominal amount of brain cells listen to the audio and come up with reckless endangerment ?????

    So let me get this straight, assuming these charges have stemmed from the recorded OC incident, we have disorderly and reckless endangerment, from lawful activity? Typical by the book bull shit charges.

    And I will further presume these trumped up charges are to hopefully waste Viper’s money so he has no money or will to pursue a civil suit.

    The MontCo sheriff should be forewarned that revoking Viper’s LTCF as a result of these charges will (again assuming they are baseless) would be unwise.

    in disguise on the highway or on the premises of another, for the
    purpose of depriving, either directly or indirectly, any person or
    class of persons of the equal protection of the laws, or of equal
    privileges and immunities under the laws; or for the purpose of
    preventing or hindering the constituted authorities of any State or
    Territory from giving or securing to all persons within such State
    or Territory the equal protection of the laws; or if two or more
    persons conspire to prevent by force, intimidation, or threat, any
    citizen who is lawfully entitled to vote, from giving his support
    or advocacy in a legal manner, toward or in favor of the election
    of any lawfully qualified person as an elector for President or
    Vice President, or as a Member of Congress of the United States; or
    to injure any citizen in person or property on account of such
    support or advocacy; in any case of conspiracy set forth in this
    section, if one or more persons engaged therein do, or cause to be
    done, any act in furtherance of the object of such conspiracy,
    whereby another is injured in his person or property, or deprived
    of having and exercising any right or privilege of a citizen of the
    United States, the party so injured or deprived may have an action
    for the recovery of damages occasioned by such injury or
    deprivation, against any one or more of the conspirators.
