Default Open carry in PA illegal if you have a CCP.

At the Harrisburg protest I wore the empty holster where it could be seen. The guard at the door asked if I had a license and I answered I did but if it was worn open I did not need one.

He claimed that if I had a license to carry concealed then it would be against the law to carry open.

I of course told him that it indeed was legal.

Has anyone else run into this mindset?

Yes. It's another common myth. Widely propagated by the same sheriffs offices that issue LTCF's

That's interesting. I actually carried my pistol into the Capitol, and checked it at security (Commonwealth Avenue entrance). I was asked about my license too, but when I asserted it wasn't needed because I wasn't concealing, the guard told me that I was indeed correct. He did however ask to see my LTCF as part of the routine while securing my firearm. I complied, but wonder what would have happened if I hadn't had it on me.

I checked my holster as well, but did consider keeping it with me to make a statement.

I left the gun in a lock-box in my truck. I wore the empty holster as a statement. I went in the side entrance and that's where the guard saw it. And that is what started the questions. He did not ask to see the license.

Pennsylvania = LTCF

Other states = CCP, CWP, CHL, etc.

Repeat after me:
Pennsylvania = LTCF
