There is no such restriction in the statute that requires you to be at your current address for even 90 seconds.

That's because the only relevant section is 18 Pa C.S. § 6109: Licenses.

...because there is no such restriction. My suggestion is that you go back, in the same manner, and not tell them how long you've been there. I also suggest that you not take anything except what is required by statute, and leave your voter card, driver's license and "proofs of residency"
at home. Hard to leave your DL at home if you're driving there... so take that with you. The rest, well, isn't necessary.
If they refuse to process your application, make them sign something to that effect, and ask to speak to the sheriff or his chief deputy.

You can only apply in the county you live in, unfortunately. Northampton's sheriff has a habit of doing things illegally, and only until his foot is held to the fire or he's removed from office can we get things to change.
I suggest you get your Utah or Arizona regardless of your PA situation, although I believe that they need copies of your home state license/permit.
