He also says it is not their job to do that, that I should just believe and listen to the desk staff because they know more about this than I think I do. I was a little put off. He was being confrontational when I was not raising my voice or being disrespectful in any way. To end this long story he gave me a flyer telling me to look up the 18 Pa.C.S. Chapter 61 statute. He also patronized me, telling me it is 72000 words of fine print with legal interpretation involved. Well I did look it up and found nothing about a 90 day waiting period for new residents. Remember I had everything they asked for, Voter Registration, PA drivers license, Proofs of Residency. The officer told me to sit tight and wait. I prefer not to. What should I do? Can I apply in another nearby county like Lehigh, Pike, or Monroe? Should I apply for a UTAH Non Resident CCW since that would be honored here in PA? Any suggestions are very much appreciated. Thank you.

I've never heard of that. I'll have to look it up.

No, you can't apply at another county.

Yes, you should get a Utah Permit, mainly because it is very good to have. Gives you states that do not honor our license.

FYI, type in paragraphs. It makes it much easier to read.

There is no such restriction in the statute that requires you to be at your current address for even 90 seconds.

That's because the only relevant section is 18 Pa C.S. § 6109: Licenses.

...because there is no such restriction. My suggestion is that you go back, in the same manner, and not tell them how long you've been there. I also suggest that you not take anything except what is required by statute, and leave your voter card, driver's license and "proofs of residency" at home. Hard to leave your DL at home if you're driving there... so take that with you. The rest, well, isn't necessary.

If they refuse to process your application, make them sign something to that effect, and ask to speak to the sheriff or his chief deputy.

You can only apply in the county you live in, unfortunately. Northampton's sheriff has a habit of doing things illegally, and only until his foot is held to the fire or he's removed from office can we get things to change.

I suggest you get your Utah or Arizona regardless of your PA situation, although I believe that they need copies of your home state license/permit.

I just read in this UTAH BCI newsletter, http://publicsafety.utah.gov/bci/doc...rApril2011.pdf, that you need to have your PA LTCF first before you can apply for a Utah Non resident CCW. You are right.

I'll second this, especially since the Chief Deputy told me that he hopes more people who have an issue with the office say something about it so that issues get addressed.

Granted he said that in a discussion over security procedures, not license practices, but the principle of the matter is the same.

JUST got back from the court house, with my wife, getting her papers in order and such for her Northampton Co. LTCF. I'll update y'all as soon as she gets her plastic card in the mail, and we'll see how long it took.

They said 30-45 days...we shall see.

Glad to report that I received my LTCF today with no issues throwout the process. From the time I dropped off the application to my mail box was 30 actual real life days. Not "Working days". I hope theirs never a situation that I'll need to draw to protect me or my family... But its great to know that I can and that I'm prepared.
