I think he is trying to avoid the $200.

I've often thought that an SOT could make a descent profit by buying mossberg cruisers and chopping them down as AOWs and then selling them for less than $200 over retail and just the $5 transfer.

Or put a full length stock on AOW item.

Example you can not have a short barrel shot gun listed as a AOW with a pistol grip (5 dollar tax stamp) and go put on a full length stock it that requires a 200 tax stamp.

Legally, you can make your own SBS, SBR, silencer, or AOW, by filing ATF Form 1 and paying $200. For an AOW, an FFL with the proper tax status can make one and then transfer it to you for just $5 on a Form 4, so it sometimes makes sense to have him assemble your AOW if he'll charge you less than $195 for labor and engraving.

For an SBR, SBS, or silencer, making or transferring each cost $200. Making an AR-15 type SBR is relatively easy, just get approval, buy the parts and snap them together. Other families of weapons are less user-friendly and lack the screaming throngs of aftermarket suppliers.

Remember that Dremel tools do not, it turns out, come with an Instant Gunsmith certificate. It's easy to screw up most guns by miscalculating the gas system requirements, ignoring headspacing, filing parts that almost fit....remember that you will be igniting high-pressure powders with nearly explosive force within inches of your face and other body parts that you've more than likely gotten used to. Do what it takes to be safe.
