If you mean a class 3 dealer, as in an FFL who deals in NFA items you would need:

There's no requirement for the number of items you sell. My dealer does it on the side. But as said you can't just get it for the sole fact of collecting.

Why not? What if I won the Powerball next week, and decided to become an FFL and buy all kinds of guns just to keep for myself?

Because that is not what an FFL is for. An FFL is to be in the business of selling firearms. The ATF has cracked down on that pretty hard in the last decade or so.

It's all arbitrary though. My FFL also has a SOT. He said he sells a gun or two a month. Doesn't have a store front and really only does his business by referral.
Same thing with possessing F/A parts that came with your parts kit Same thing with selling guns with your C&R All about whose balls they want to bust. I've been reading in MI if you get a CR the local BATFE agents come talk to you and sometimes ask to visit your house. BATFE seems strange depending on the state. |

It is not required for personal purchasing of said items, it is required for being in the business of dealing in such items.
