The war was not a civil war . Civil war is one faction trying to overthrow and replace the sitting government . The confederacy never tried or wanted that . They just wanted left along .

But the North wanted to overthrow and replace the South's government, rejoining them to the Union. I'd consider that a pretty textbook definition of a civil war.

Yeah, I agree. It was secessionary war, but, according to wikipedia;

From the north point of view. The south just wanted to secede and had no intention of overthrowing the Fed Government

If any State tried to secede, the Feds would arrest every State politician who favored secession, throw them in jail, and replace them with acceptable pro-Federal politicians.

It wouldn't come to federal troops firing upon Pa NG troops, because the people who would give the orders to the national Guard would all be in jail. The US Constitution allows for the suspension of the writ of habeus corpus in case of insurrection; Abe Lincoln made use of that to throw his political opponents in jail. It means that the President can arrest anyone and hold them indefinitely without trial or counsel or communication with the outside world. In other countries, we'd call them "hostages". Here, I expect they'd call them "rebels" or "insurgents" under the "domestic contingency operation".
