The problem is that it is a lesson that politicians don't want to learn. The "war on drugs" employs too many people with heavy political influence: lawyers, police and prison employees (both HEAVILY unionized and basically own a lot of states), rehab facilities, non profits and "awareness" groups(who make BIG salaries--it isn't charity for charity's sake), etc. Those people get their money and power from drugs being illegal. Politicians on both sides have a lot they use the drug problem for as it creates all kinds of problems for them to claim they can solve.
Crime pays. No way in hell do all those with vested interest want to give that up.
