Yes, and I think it is a formula which will cause an increase in vehicle break-ins and gun thefts. It is easy enough for a thief to spend plenty of time hanging around the parking lot, tinkering with his "gear" until someone pulls up, and shuffles some stuff around in their clothes and car before trotting off to the restroom. Aha might be a gun so let's break in and check it out.
If they are calling restrooms federal buildings (and in a lot of national parks, may of the restrooms are nothing more than fiberglass outhouses) does that apply to picnic pavilions, shuttle-bus shelters, etc.
A very shortsighted regulation, and why exactly. Actually, I think a restroom is a very likely place for a mugging.
