Just went to the Court house today to get my LTCF, The whole thing took about 10 minutes. I already had the police check card filled out. They didn't ask a single question except for "cash or check?" Had my picture taken and i was on my way, easier then i had expected.

It isn't issued by the County. It is a Pennsylvania LTCF. Pennsylvania is a "shall issue" State. In other words, when you apply, as long as you have no criminal or mental record you will be issued the license. Who cares what your local Law Enforcement Agency thinks as they have absolutely no bearing on you being issued a license. I agree with the others as in PA you do not have to notify an officer that you are carrying. Don't unless asked. Also remember that if you are going to carry in a state that recognizes the PA license, know the laws of that state as they are all different. Visit www.gunownersofamerica.com or www.uscca.com.

Just be careful when carrying in Philly. They seem to want to make up their own rules.

montco is a little bit different than bucks... i got a couple friends that just trurned or will be turning 21 soon and would probially get a ltcf. Bucks it's 46 cash only and no running around from sheriff to police... and If i went to the bucks county courthouse i'd have it same day as I applied. It could be a lot worse... you could be living in philly... so i take it the montco sheriff doesn't feel like doing everyone's background checks, so he delegates that to the police?

Even worse than that, Indiana County.

Apparently, references are worded in such a way that it becomes basically a three year residency requirement.

How else could you know two references for three years, that were also residents of Indiana County for three years, but were not related to you by blood or marriage?

If it looks like preemption and it smells like preemption . . . .

The more I follow this stuff, the more I think Vermont has the right idea.

No this isn't happening. It will take more than 5 days.

You have to go in person to the Norristown court house to get the forms (no you can't download them or have them faxed to you). Once I dropped it off at my local PD, it was like a week. Then I finally went back to the courthouse building. So no- don't wishfully think this is happening over spring break. Wait until summer break.

Another odd thing: I went dressed in my Sunday best thinking it would matter. While I was there some kid (probably just 21) came in, ripped jeans, nose rings, tattoos, Pantera t-shirt on- and the guy behind the counter treated him just the same as me. And sure enough that guy got a CCW too. So they don't judge you. Shall issue means shall issue in PA.

As someone mentioned, the whole process is just inconvenient enough to weed out the knee-jerk types and make it a 7 day waiting period by default.

When I was handed my CCW the guy told me:


"Some advice. Concealed means concealed. And never take your pistol into New Jersey. I repeat, never take your pistol into New Jersey."

Good timing on your post. I just came back tonight for the summer so I will finally have the time to do this. I'll be going tomarrow to start the process (dressed in Sunday best, I'm not some disrespectful punk). I might stop at the Lower Merion police station first to see if they have the check card and app, apparantly some departments keep them at the station.

but isn't the law state that open carry is legal without a permit? and doesn't the law specifically say that an LTCF is required to open carry in philadelphia? never take the pistol into new jersey is a good tip, but you can if you are going to a shooting competition, going straight there and back.

Yes but I think this was pretty straight-forward and sound advice. The point is- keep it out of sight, don't create any issues.

I don't mean to start an OC debate, but I know of an incident where a state trooper flipped out on a guy in a diner over OC and basically detained him, harassed him, etc. Yes you can play lawyer and say OC is legal, but the reality is it can create negative reactions. So I do think it is sound advice to tell new CCW holders: "keep it concealed."

Getting back to original post- I think it depends on the local PD. Maybe if you ask them, they can do it quickly (who knows maybe on the spot). For me it took a week. But if you got that part done in say 48 hrs, you could get the CCW in under a week.

Hate to necro a thread, but whats the proper planning for this procedure? I'm up for renewal this summer (also switching from Lehigh county issue to Montco issue) and trying to figure out how many days and when I need to take off/go into work late to deal with this. I work in Philly and take the train from Norristown, so I'm already there, its just a matter of timing. Anyone who has done this from Pottstown know if they have the forms at borough hall or are they only available at the Sheriff's office?
