Paying someone to reload for you is actually illegal if they are not setup as an ammo manufacturer.
If you don't have what you need to reload yourself, the best thing you could do is find a friend who is a reloader, buy all of the stuff you need (Bullets, primers, cases, powder) and ask if you can go over to their place and use their press, along with learning how to do it yourself (It's easy). As long as you are making the ammo for your on use there is no issue from my understanding. The second money changes hands, you have taxes and tons of other things that come into play which can make it a serious offense. Hope this helps PS. Someone else jump in if I am off base.
