I don't see how any seasoned or first time hunter could confuse a Human for a deer/bird

Not every hunter practices safe hunting. I know I'm not the only one who has seen out-of-staters and resident hunters doing some stupid stuff. Just like I've seen non-hunters doing just as stupid stuff.

I'm baffled by hunters who believe that it's OK to shoot a Mach 2 projectile at "something brown". Firing at anything that "might" be an in-season game animal is the sort of thing that supports bans on all hunting. If you guessed that your target was "a doe of the right size" but in fact is now the late Mitzi Schwartz, formerly of Brooklyn, then you are a bad hunter and a bad person.

That being said, I assume that everyone else in the world is a dangerous moron, and I've been proven correct often enough that I wouldn't even think about walking in the woods without wearing some garishly artificial color and carrying something with which to shoot back.

Forcing other people (non-hunters) to wear orange is stupid. More rules, laws, regulations is crap. I cant walk on State land without wearing a certain color? Gimme a break.
YOU are the one hunting, YOU make sure what you are shooting at and what is beyond it.
OTOH, walking in SGLs during hunting season is also stupid and would never do it.
Excuse Me??????
SGL's ARE designated Hunting and Dog training only.
If you want to go play in the woods, go to a State park or State forest.

They are funded by hunting license fees.
Hunting zones are in State parks and State forests.

Like others have said... non-hunters are often clueless as to hunting seasons, requirements, or even what a "game land" is. I saw a young couple with 2 dogs preparing to go into an SGL last weekend to hike with their dogs. She was a brunette wearing a white jacket & brown pants. I told her it was deer hunting season, firearm, archery, and muzzleloader, as well as small game. Though they were allowed to enter & not required to wear orange, it was their lives they were risking. She said... "I'm wearing a white jacket, somebody would have to be stupid to think I'm a deer!". I said deer have white bellies & butts. Her significant other wisely suggested to her that perhaps it would be safer to go someplace else, and asked for suggestions. I directed them to the state park a mile away, gave them a map & suggested some places they might find to be more suitable to their endeavors.

ETA: A lot of hikers seem to like to wear camo... a fashion statement I suppose. People rightly speak of knowing your target & what is beyond it. I agree & teach & preach this in hunter ed. BUT.... Last I checked, the purpose of camo is to conceal you... make you invisible. Seems kinda unfair to the guy who accidently shoots you because he didn't see you... when YOU were wearing something specifically & carefully designed to make him unable to SEE YOU!

At a local barn, on the hunting days where the horses were going to be out, we turned on EVERY pasture light, and affixed orange to the horse blankets. Why? A few years before we found an arrow in the pasture that was fired from the woods at a horse.
