I'd switch the regs to allow one deer kill a year per person......two weeks of buck season and then 2 days of doe.....not concurrent. People want to shoot deer. They don't care if you may shoot a bigger deer once every ten years....they want a deer every year.
I'd review regulations pretaining to each WMU every two years. Each unit has special needs. I'd stock more pheasants.....bird hunting is a dying art. I'd allow hunting on Sundays (it ain't work!) I'd allocate more money to game lands and look for ways to gain revenue not based on license sales. The PGC needs to produce more lottery opportunities or actually produce a small product and operate as an independent business. Lycanthat'sjustthebeginningthrope

Lycanthrope hit the nail on the head with his first sentence. The majority of hunter buy licenses to hunt deer. Maybe not exclusively, but they still hunt deer. If there are no deer, license sales will drop...drastically.
Right now, too many does are getting killed. Sure you need buck to reproduce for next year. But a single buck can impregnate how many doe? 10 at least I would say. Lessen the number of days that you can hunt doe. Make the majority of archery for buck only. Only have a couple days to hunt doe with a rifle (like in the old days when it worked fine...)

In addition by increasing the herd you will get the younger hunters back I know of the kids we had up here this year after standing in the woods for 8 hours and not seeing anything. They really don't want to come back. How many JR licenses are lost for that reason?

Have the rifle deer season be the first two weeks of November when the weather is usually better and the rut is still going strong.

I'm not sure that's a good idea. We need the does bred before we start shooting in mass.

In other states I've lived in, VA,TN,and AL, the season starts in late Oct. and lasts till Jan. and they have no shortage of deer. The differance is that people don't flood the woods all at once, if you want to go hunting with a buddy you just make a date when it's convenient and go at your leisure. One really good thing about PA is you have an unbelievable amount of state land yu can hunt on, down south it's all leased by hunt clubs and you can't hunt on state forest.
