Default FFL and/or C&R Licensees in or around Malvern or Philadelphia

I have been thinking about buying a Mosin Nagant 1891/38 (carbine) for a while, and have finally decided to go through with it. After calling around to some local stores and not finding one, I decided to purchase one off of aimsurplus. However, since I don’t have my C&R, I cannot have it shipped to me. I can either have it transferred through an FFL or, as my friend advised, through someone who has a C&R in a face-to-face sale.

I live in Philadelphia and I work in Malvern. If any of you know any FFL’s that don’t charge a huge amount of money, or if any of you have your C&R and would like to help me, I’d be deeply appreciative. In some ways, I would like to go through someone on this forum if possible. It would be good so that I can both make a friend and get some good advice or even a quick refresher safety course (I was in Boy Scouts for 5 years, and had safety courses, but only shot .22s) without having to go through a busy shop.

Again, any and all help is GREATLY appreciated. Thanks in advance.

Im going through the same thing bro,

It is apparently illegal for somebody to buy a rifle with a C&R License and then sell it face to face.

Somebody recommended www.PAGUNRUNNERS.COM (or .org) their transfers are $20, but I dont know where they are located.

SPAG in south philly, charges $45 for non-members, and $20 for members.

There is also Walt's Shop in Conshohocken, he'll receive your rifle, and his tranfers are only $30.

I tried to read up all that I could on the PA gun laws, and saw no mention of it being illegal to sell a firearm after buying it C&R. It doesnt matter too much though, but i still would like to find someone who can help me out with all the other stuff. Are you up for it Diego?

I have been told by several people that you are not supposed to buy C&R Rifles and sell them face to face. You could, but you might get in trouble.

Even if I had one, I wouldnt do it.

Beyond that, all I could do for you is take you to South Philla Gun & Archery or get you in touch with Walt in Conshohocken. Both of which you could do by yourself.

Check on the calendar too, we have shoots about once a month, and I would love to see (and fire!) your rifle.

If your commuting from Malvern to Philly I'd suggest Kings Shooters Supply in King Of Prussia, I know they have decent rates for consignments, not sure about thier transfer rates, if you run a search for them on this forum you'll get thier contact info, however they are closed Mondays.

I have a C&R license, which allows me to buy, and dispose of qualified guns as I please. However, as the C&R license is a collector's license, one should never buy a gun with the idea of immediately selling it to a 3rd party. That could be construed as a straw purchase and/or the ATF could accuse you of using your license to engage in buisiness (you don't want to be caught doing either...)

If you lose interest in the gun, or find a better example, you are within the law in selling it as long as you don't break any other laws. I wouldn't make a habit though of buying guns & selling them to my shooting buddies 2 days later.

If you live in Pa. and you want to buy a rifle from someone who also lives in Pa., you two can do a face to face without going through an FFL.

It doesn't have to be a C&R rifle, any rifle whether it's new or old.

Shotguns too. But handguns must go through an FFL.

I suggest getting a C&R License if for no other reason than the dealer discounts at Midway, Brownells and Grafs & Sons. The cost of the C&R is worth it.

And if you decide to get a C&R rifle in the future, you're all set to go. And that includes out of state purchases as well.

I hate to be a naysayer, but Walt's is much easier for me to go to. It is literally right off the 76. For King of Prussia I'd have to go a bit out of my way.
