It's a type of FFL that allows you to ship and receive firearms in interstate commerce for the purposes of collecting.

you are right all guns 50 years or older are C&R but not all are on the list they would have to revise the book every year to keep up and that could be very expensive and would violate the paper work reduction act.

if you want to know for sure if a certain weapon is C&R eligable send a letter to the ATF they won't give you any trouble
