That happened to me too. From what I have been able to discover, after a denial, even if it's reversed, you will go to an operator. That seems to be policy. On the positive side, now that I have that case number the approval is issued quickly once the operator gets the number.

While some state permits can be used in place of a nics, check, PA is not one of the approved states.

My checks take 2-15 minutes, depending I guess on the operator and their work load. For the most part, within 30sec of the operator asking the questions about eye color, weight, height, address, etc - the approval is given.

Its just a hassle for my FFL to sit on the phone, and embarrassing as others customers look at you and also at the door waiting for the State Police to come in and carry me away. lol (another story to go along with that)

Plus they wouldn't be able to deny firearms for something like a Section 302, which the ATF ruled unconstitutional and not a disqualifying condition.
