So i just read through the first 20 or so pages of this section, and i think evverything i found basically says it is illegal to do the transaction in this way and i have to go through an ffl to buy this rifle? I just want to make sure im correct in this assumption?

Your second post is correct.
The appropriate and lawful means is to have him ship the rifle to a FFL dealer in PA so that you can take ownership of it. There are NO interstate private transfers that are legal of handguns or longguns, except due to bequeathal. (baring C&R)

Hi from Bushkill. For you to legally buy the rifle from him you would have to have a valid NJ FID (firearms identification card), and fill out a Certificate of Eligibility. I just moved to Pa from NJ late last year. To the best of my knowledge NJ will not issue an FID to anyone that does not live in NJ. Do it through dealers.
