Please see this thread for information on what prevents you from having firearms or an LTCF according to state and federal law

Philadelphia has a bunch of extra requirements, some of which may not be legal but until someone takes them to court they will remain in effect. They require a DL or state ID before they will issue permits. http://www.ppdonline.org/hq_gunpermit.php The above page also lists the proofs of address they will accept, which includes things besides utility bills.
