It's a cultural problem. For many of us non-Philadelphians, law and order comes from within. We don't need a policeman to tell us not to rob, murder & steal.

A large portion of the Phila population view law similar to hostile occupation, and as an external force imposed on them. When the police cruiser leaves, so does the law. We need only look back to the 'don't snitch' t shirt campaign a year or two ago. As long as the media and entertainment industry glorify murder, violence, theft and human degradation, this will continue. This isn't easily repairable, and I'd rather not get into all thats' wrong with Philadelphia in this post. So the Phila politicians must look elsewhere to look productive.

Can't argue with that at all. But I bet it would go a big way if the little punks knew they'd be punished if they commit a crime. The problem is circular, they are not afraid of citizens or violating the law. "Gangsta" life stile is glamorized, and repeat offenders Terrorize the local citizenry. So, step one get the repeat and violent offenders off the street for more than 30 - 90 days. Juvie caught in a gang, non-violent? 90 day solitaire in Juvie hall, and momma looses welfare for that kid for that period of time. Time for tough love, stop enabling them, and really punish criminals. Watch how fast things turn around.
