It's a cultural problem. For many of us non-Philadelphians, law and order comes from within. We don't need a policeman to tell us not to rob, murder & steal.
A large portion of the Phila population view law similar to hostile occupation, and as an external force imposed on them. When the police cruiser leaves, so does the law. We need only look back to the 'don't snitch' t shirt campaign a year or two ago. As long as the media and entertainment industry glorify murder, violence, theft and human degradation, this will continue. This isn't easily repairable, and I'd rather not get into all thats' wrong with Philadelphia in this post. So the Phila politicians must look elsewhere to look productive.
