i cant believe this can be legal, i thought they needed RAS

they aren't actually stopping people without RAS...or at least that isn't what they are purporting to do.

it's just that they stop everyone for any little RAS they can conjure up. jaywalking, "behaving like a lookout", making hand-to-hand exchanges in a high drug area, etc.
