Sounds like a good program to me. The second amendment isn't about protecting the right to illegally own firearms. Those who do illegally own firearms should be prosecuted. Those who use guns in crimes and illegally own them make us legal firearm owners look bad. If they instituted that policy here in PA, I would not be worried in the least bit. Every one of my firearms are legally owned, so what would I have to worry about? This is actually one of the few programs concerning firearms that targets criminals specifically, rather than law-abiding gun owners.

The problem is that the snitch gets $1,000 for an ARREST, not a conviction.
How would you like to get arrested on a regular basis for something that you've done nothing wrong about? Just the hassle, court-fees, lawyer costs along would be a nightmare.
