Play the video. The mayor of Newark promises to give anyone $1,000 who calls in a tip if there's an arrest of someone with a gun--whether or not there's a conviction. He's not very articulate, I also notice. Maybe his teleprompter has the hiccups? In any case, waving a wad of cash at the camera like that is SO cheesy. Really puts Newark's denizens in a bad light if they're apt to drool at a little flapping cash.

He did say, "no questions asked!" If someone had a few dozen untraceable, cheap handguns, I sure hope it wouldn't occur to him to pick up an easy year's pay while having a few dozen city employees arrested. Perish the thought...

I don't get it. I must be stupid. How come all their gun laws haven't kept illegal guns off the street? It must be my fault.

So now, Newark will have to pay $1k to every informant, and tens of thousands to every victim who successfully sues them when the tip turns out to be bogus and they wrongfully arrest and violate that victim's civil rights.
The $1k is cheap, the cost of infringing upon one's rights isn't.

According to CeaseFire PRNJ and PRNJ politicians, it is our fault.
Pennsylvania has 'lax' gun laws. If it weren't for us on their border, PRNJ would be a crime free paradise. It's all our fault.
