as a note, the ATF and the US gov't can make provisions for items of historical significance to be possessed and NOT be in the realm of the NFA.... and museums can possess items that were previously considered contraband with special permission from the US Govt.
one such example was Doc Hollidays 10ga sawed off shotgun. tho pre-1898 mfg, its still a modern cartridge firearm, thus subject to NFA regulations. Since it was a historical firearm, the determination was made by the ATF NFA Counsel and US Govt that the firearm was unlikely to be used in a crime, was of significant historical worth, and thus was not bound under the NFA Act of 1934. the same thing goes for this piece of equipment you are speaking of. this was probably deactivated before presentation, but may not be, and since Presidential libraries are considered museums, they can possess it. so BUSH doesn't own it, the Library does... its a differnt thing. so your argument hee is baseless anti govt silliness, for no other reason but tinfoil hat paranoia, and outrage over NOTHING.

President Bush did not have the ability to repeal the 1986 prohibition on the manufacture of transferable machine guns. Congress makes laws, and can repeal those laws. The sitting President can refuse to sign the law (subject to congressional override), but the president cannot declare laws that were signed by a previous President to be null and void. The prohibition was a last minute addition to the Mclure-Volkmer Firearms owners protection act, and was signed into law by President Reagan.
