Hillary says US Shares blame for Mexican drug wars

MEXICO CITY: US secretary of state Hillary Rodham Clinton on Wednesday pledged to stand "shoulder to shoulder" with Mexico in its violent struggle
against drug cartels, and acknowledged the US shares blame because of its demand for drugs and supply of weapons.

She said the United States shares responsibility with Mexico for dealing with violence now spilling across the border and promised cooperation to improve security on both sides.

"The criminals and kingpins spreading violence are trying to corrode the foundations of law, order, friendship and trust between us that support our continent. They will fail," she told Mexican foreign relations secretary Patricia Espinosa. "We will stand shoulder to shoulder with you."

On Tuesday, the Obama administration pledged to send more money, technology and manpower to secure the border in the US southwest and help Mexico battle the cartels. Clinton also said on Wednesday that the White House will seek an additional $80 million to help Mexico buy Blackhawk helicopters.

All that is in addition to a three-year, $1.4 billion Bush administration-era programme to support Mexico's efforts. Congress already has approved $700 million. President Barack Obama has said he wants to revamp the initiative.

Obama said on Tuesday he wanted the US to do more to prevent guns and cash from illicit drug sales from flowing into Mexico. But Clinton's remarks appeared more forceful in recognizing the US share of the blame. In the past, particularly under the Bush administration, Mexican officials have complained that Washington failed to acknowledge the extent that the US drug demand and weapons smuggling fuels the violence.

"I feel very strongly we have a co-responsibility," Clinton told reporters, adding: "Our insatiable demand for illegal drugs fuels the drug trade. Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the deaths of police officers, soldiers and civilians."

Criminals are outgunning law enforcement officials, she said, referring to guns and military-style equipment such as night-vision goggles and body armor that the cartels are smuggling from the US.

"Clearly, what we have been doing has not worked and it is unfair for our incapacity ... to be creating a situation where people are holding the Mexican government and people responsible," she said. "That's not right."

Clinton said she would repeat her acknowledgment as loudly and as often as needed during her two-day visit to Mexico City and the northern city of Monterrey. Officials said her priorities included encouraging the administration of Mexican President Felipe Calderon to increase its battle against rampant corruption by promoting police and judicial reform.

Just hours before she arrived, the Mexican army announced it had captured one of the country's most-wanted smugglers, a man accused of controlling the flow of drugs through Monterrey for the powerful Beltran-Leyva cartel.

The measures outlined Tuesday include increasing the number of immigrations and customs agents, drug agents and antigun-trafficking agents operating along the border, as well as sending more US officials to work inside Mexico.

Those measures fall short of calls from some U.S. states that troops be deployed to prevent further spillover of the violence, which has surged since Calderon stepped up his government's battle against the cartels.

Even a broken clock is right twice a day. We do share that responsibility for a couple reasons, thought not the ones she is likely to acknowledge.

For one the War on Drugs is a primary cause, as long as the huge profits are there it will be all but impossible to stop the drug smuggling that feeds the criminal gangs. Did we learn nothing during prohibition - yeah I know dumb question.

The unchecked illegal immigration is another cause. It gives ready customers and middle men to the criminal gangs across the border. Your average US citizen is unlikely to know someone to deal with in Mexico to buy large quantities of drugs. They are more likely to meet someone that has come across the border and setup shop on our side - who does know the people on the other side to get their product from. I'm guessing here that most legal immigrants are less likely to be involved in illegal activity, I'm sure that isn't always the case.

We also should stop propping up and supporting the corruption based police and politics in Mexico. i.e. STOP giving them money, weapons, etc. period, I don't care what it's for. Of course we really need to get rid of the corruption in our country as well, but it isn't on the same level.

Just because someone makes an item. If it is used incorrectly or illegally. That doesnt mean it is the makers or sellers fault. It is the individual that is using it.

why should America take part of the blame? its not our fault they have corrupt police in mexico, its not our fault mexican govt lets mexican grow and manufacture drugs. Mexico is responsible for screwing up US economy wiht their dirt cheap wages and taking all the proud american jobs for a lower bidder. i wish Obama would put up a 100 foot tall steel and concrete wall with machine gunners at the top across the whole border that connects mexico and america, cuz Mexico will just keep blaming us for all their problems. they should tell their homeless to stop coming into america and steal our jobs for 1.00 an hour!

I agree, I guess I just have a problem with the government making tax money off of drugs but then again what is the lesser of two evils? Rampant crime because the illegality of the drugs, or some more tax money in the coffers from the sale and distribution of them?

I will admit every day I am leaning more into the former's camp, it still bothers me though. Not as much marijuana or other "light" drugs but the others. Then again, I can't buy any allergy medicine with a decongestant anymore without showing a drivers license since some kids were making something out of the pseudoephedrine, so I guess it really doesn't matter where the drugs come from.
