Default Now an AK receiver requires pistol paperwork

Just got an AK receiver in from NoDak, Rich from Warner's called PSP just to make sure about the PICS and paperwork and sure as shit they are now requiring pistol paperwork on AK receivers as well as AR receivers!

Looks like PSP is building themselves a database of people building rifles.

Not to say anything bad about Rich - but, it's time that FFL's follow the law and not what the PSP says.

I will not buy any lowers from any FFL that requires anything other than a 4473 to be filled out - ever.

I had all intentions of doing that but I can't find 1.5 mm flats ANYWHERE. Everyone has 1.0 mm which will not work on a Yugo

Well but see that's the problem. Rich sold an AR lower about a month or so ago and they threw the paperwork back at him saying he was missing the other form. Since then he has been doing it this way.

The problem is that the PSP is the authority to allow FFL holders to access PICS. If they decide to pull the plug for what they view as "non compliance" then the dealer can not make a SINGLE sale. The PSP has total control and they can and do cut FFL holders off from the PICS system for stupid infractions or late remitance of PICS fees.

A few years ago I had an emergency removal of my appendix and I was late ONE week with my PICS payment. I get back to work the following week from being in the hospital and I was LOCKED out of the PICS system for non compliance. I had to overnight them the money and it still took a couple days for me to be allowed to use the system once again. I lost a whole week to almost dying from a ruptured appendix and then lost almost another week of business trying to get back in compliance.

Okay, now we have an FFL holder posting.

So, you do the pistol paperwork on the lowers that you sell me. I build it into a rifle - then decide to sell said rifle to someone FTF. How would this be legal since the lower was registered as a pistol?

Wouldn't i need to come back to your shop and transfer the rifle to the new owner as a pistol?

You know, I hadn't thought of that ... one HELL of a good question.

Rich did tell me he asked them what to put down for barrel length (or something like that) ... they told him to write in 'receiver only'

But again a GREAT question ... love to hear the answer.
