i just PCS here in PA, and wondering if I can get a photo ID with my PA apartment address without changing my residency and surrendering my out of state driver's license

Missed that part, yes you have to surrender your out of state license.

i pcs to the 99th RRC from the 77th rrc. I can't surrrender my out of state license my other gun permit is tied my my driver's license adress which is my HOR so it's not that easy I have to change them all, to much work to do. I'll just stick with what I got. thank you for the the info......

I do not see why you couldn't get a state issued Photo Id. Just make sure that it is clearly stated, it is an ID, not a Driver's License. But then you might have issues with the state of residency thing.

Not really. We military types, specifically Active Duty, get to enjoy all types of loopholes in residency. Like I stated above, I claim Washington on my state taxes (because they don't have a state tax), I am registered to Vote in AL (that will be changing soon though) and My Home of Record is still in Alabama. I Claim residence in whatever state is convenient for whatever the purpose may be.
Edit- And I had a AL license until I had to switch to PA in order to get enrolled for the MSF Motorcycle Safety Course for the Army's requirement.

i was thinking to change my driver's license at first but as what I have stated before it will screw up my gun permit, so I guess I can't get a PA Photo ID and just stick with my military and HOR driver's license. that's ok .....thank for all the input and may the great state of PA stay free!!!!

I believe you can get a photo ID without surrending your drivers license, photo IDs are just that, a form of ID, not giving driving privileges.
Whether it was proper or legal or not, I did just that when I first came here. I got a PA photo ID just so i had a native state ID for carding at bars and whatnot. I eventually went and surrendered my old DL and "upgraded" my photo ID to a DL, and kept the same PA license number.
