What if I brought it back with a bill of sale? Would that cover it or do they really have to receive it in the mail?

No, you would be in violation of federal law which requires all interstate transfers of firearms to go through an FFL in the recipient's state of residence.

That's what I meant. I'd have my mom fill out a Bill of Sale and I would bring that and the gun to an FFL in PA when I get back.

Also, it sounded like in your first post that your Mom was going to mail it through the USPS. She cannot do this. Only a FFL can mail (USPS) a handgun to another FFL. A non FFL can only ship a handgun to an FFL (anywhere) via a commercial carrier (ie UPS, FedEx, DHL, etc.)
You will need a copy of the receiving FFLs' license to be able to ship it.

wait, couldnt they just go to an FFL down there, transfer the weapon there, then just bring it back with them or am I missing something? I have no clue on the laws pertaining to this stuff, as I never thought of going to another state to get a gun.

He can't do that because an FFL in AZ can't legally transfer a gun to a PA resident. The gun would have to be shipped to a PA FFL and then transferred.

Go to your local FFL and get a copy of his FFL.
Take it with you and give it to your mom. While out there, go online with your mom and verify the FFL through the ATF website. Have your mom ship the pistol to the FFL. When you get home, have your wife go to the FFL, fill out the paperwork, go through PICS and pick up the firearm. It is actually quite easy. Good luck. What kind pistol is your mom giving your wife?

Have it shipped to your priest/pastor because there's that whole separation of church and state thing... eliminates that pesky government paperwork - then have your priest/pastor baptize the firearm to wash away its sins. (hey, it IS a gun. Gun=Evil) If baptism appears to be ineffective, an exorcism is in order.
OK, now that the firearm is free of sin, have your priest/pastor turn it in at a gun "buy-back". Then, when they take all of the firearms to be "destroyed", you may take your gun and go home. You will first need to apply for and get a position with the local PD for this to have any chance of working. If this method does not appeal to you, I guess you could try the method outlined by GUNRUNNERS OF PA.
