Not necessarily. There are certain offenses that will permit you to still purchase and possess firearms, yet prohibit you from obtaining a LTCF.

True, but if the system works, you'll be required to turn them all in very soon, and if you've suddenly gone completely bad, and have decided to make a few quick bucks by becoming a straw purchaser before they catch up with you, you'll have a whole new set of problems.
I believe that using a valid LTCF as a substitute for PICS when purchasing is already 'on the list' of desired legislation. Its (hopefully) just a matter of timing and priority.
