This is the Devil's Advocate so don't come down on me too hard.

1. People think rules and laws prevent crime so it's warm and fuzzy.

2. Prevents patrons from being scared of thugs in hoodies.

3. Prevents tellers from being scared of thugs in hoodies.

4. Not an expert on bank robbery, but... Not all robberies involve running into the place with weapons brandished. Some involve passing a note and flashing a gun or simply passing a note. In the simple hope that they can run out the door with some cash before the cops come. These people do not want to swing a gun around at everybody and the possibility of being confronted when they enter the place could turn them away.

5. There also may actually be a handful of truly violent criminals too dumb to realize the sign won't thwart their plans. "How we gonna run in der with guns blazing if we can't wheres our hats and glasses?" LOL. Similarly, the impression of security can create security against lesser threats.

I agree it is pointless, but I can see how some lesser security consultant could peddle this idea. On the other hand, if you have an armed guard or armed employees, the idea could narrow the number of alerts on which to concentrate.

the real money isn't in the bank...

they also have micro GPS transmitters now, with which the local po-po's nabbed some local idiots just recently here after they knocked over my local branch of KNBT.

The effectiveness of those can be stopped simply by using the proper bag. Thankfully most criminals are not that smart.

The real robbers don't wear hoodies. They don't bother with one bank or one victim at a time.
Have you heard of Bernard Madoff?
On the other hand, the small time idiots who do rob banks and convenience stores do pose a real threat of injury or death to innocent people for the sake of enough money to get a few doses of their drug of choice.
Let's make drugs illegal, that'll make a difference!

I think it's a genius idea.

If you discriminate against people who prefer hoodies, hats, shades, and whatnot, you decrease the popularity of your bank.

This causes you to lose customers. With less people walking in and out of your doors, there is less chance of a robbery. Also with less customers, you lose money, lowering the value of your bank and decreasing the incentive to be robbed.

It's bloody genius.
