See this thread for details regarding transfers from family members, if i recall corectly, you can transfer to a family member if they are 18 and up.

The transfer doesn't go between brothers only parent to child, or grandparents to child.
Buy it. He can borrow it to go to the range and then transfer it to him when he turns 21. |
