GLOCK 21.
why? because it's a glock.
it will pretty much always go bang with any ammo under any conditions even if it has been completely neglected (never cleaned, maintained) and abused (used as a hammer, etc.) from the time it left the factory.
it will not rust.
it is extemely simple to operate.
in the very rare event something does go wrong with it, it is easy to find parts anywhere in the world and a monkey with a paperclip could fix it.
(in general, any time you have the question of "what is the best combat handgun in X caliber?" just go to the glock website and find out what the model number is for the full size glock in that caliber...that will be your answer. )

Springfield XD Tactical..........it's like a Glock......only better. All the praises for the Glock apply AND it's got the grip safety......factor in the cost savings over every other pistol mentioned thus far in this thread and given the reliability demonstrated in the many tests performed and it's a hands down contender.

LOL!
You don't want a grip safety for a combat weapon. Actually, you want the fewest restrictions on what makes it go bang for a good combat weapon.
Cost was never mentioned as a consideration to the OP, even though there isn't a difference between it and a Glock. Reliability? Glock is proven for over 20yrs. XD has a loooooooooong way to go to measure up.

WADR - to answer the question accurately - which is the best - a person would have to have used them all. Otherwise, you have a popularity contest - which is OK but not the same thing as "best".
About the body armor question, when FN designed the 5.7X28 back in the late 1980's, one design parameter was that it would penetrate "helmets and body armor at 50 meters" and not break up. That spec was for their P90 PDW. The pistol may do it (I own one and carry it.) but the ammo that will is not available to civvies.
