It doesn't really matter either way, since he is transporting a long gun by vehicle, the weapon and ammo still need to be seperate.
Open/Concealed is not the issue here as there is no state law against concealing a long-gun.

As long as the rifle is not loaded, strap it to the bike and go. What's the problem?
There is no "brandishing" law in Pennsylvania. While I agree that an uncased rifle slung on his back will attract unwanted attention, I don't think it's illegal. He is simply transporting a firearm as best he can on his vehicle.

As long as it's unloaded (No magazine in it) and the ammo is stored in a seperate "container" (a cardboard box, or the glove compartment. Perhaps the trunk?) you are legal to do that.

Having an empty magazine plugged into the Kalishnakov keeps all sorts of unwanted dirt from blowing into the rifle. Not illegal. Looks illegal, but not illegal in Pennsylvania.
