Default Who has access to the Sales database?

Been having discussions with several people lately and the topic of "registration" of handguns comes up. And I always state that the state police cannot keep a registry, but what they have is a sales database, and it is far from complete.

However, the question is who has access to this database and can an officer in the field check to see who this particular firearm was last sold to? I know they can run a check to see if a particular firearm is reported stolen, but can they check if you are the "registered owner".

The idea of registration comes largely from the media, I believe. On the news, whenever there is a self defense shooting, the question is always asked, "Is the weapon registered?". They need to do a little research.

Do they just come back and tell you the weapon is clean or that it is "registered" to such and such a person?
