Application for CCW

I moved up here to PA about 4 years ago for the evil city of NYC. I now own a few hand guns and I goto the range about once a week to shoot. I will be applying for a ccw this week but the question I have is for the two references. Do these two people have to live in the state of PA? The only reason I ask is that I really dont know anyone around me. Most of my friends live out of state, NY, VA, AZ ect... You see I'm a US Merchant Marine so I really dont spend much time home and when Iam home I'm off visting friends in other states. You can either post here or drop me an email

Many counties have been actually been requiring the references to be from the county.

We're still trying to figure out if they can legally require that but so far it seems like a gray area.

Your best bet for the short term is probably to meet up with locals from this forum or grab a membership to a local range and meet some people there. I'm sure after they get to know you they would function as a reference.

We're not perfect here, but we're a heck of a lot better than NYC

It depends on the County, when I got mine atleast one of my references were out of county.

OK, first of all PA is below New York, so you actually moved DOWN here!
Not sure if you can be trusted with a permit, let alone a gun. Are you sure you know which end the bullet comes out?

I wouldn't think it SHOULD matter where your references are located. Are references from across the country somehow unqualified to speak to your character? Then again, it's a government issue so common sense issues tend to get complicated.

They've never actually checked the references on anyone I knows application, I got mine from Westmoreland County and I put one reference from Allegheny and one from Cambria...hell they might not even have to be in state.

Based on the handy-dandy links that Dan provided to us in the Counties database Nothampton county just requires two references. The form does no specify that they be county or even state residents, so I would think that you would be good to go. Having said that it wouldn't hurt at all to call the Sheriff's office and ask them. If they are half as friendly as the staff in Berks county it will be completely painless.

I was under the understanding that the references had to be in the area only if you were applying for the major metropolitan areas.

Berks requires that they, the references, be Berks county residents. That seems to change from one county to the next. The links that Dan supplied are very useful for checking that out.

Berks likes them to be from the county but they will accept them from anywhere.

Thats good to know. The form specified that they should be Berks residents though that could have changed since I picked mine up.
