I believe that all inter-state transfers must go via an FFL. You will need to ship to an FFL in Texas, and your son-in-law will need to have it transferred to him from them.

Also, only FFLs can ship handguns via USPS, so unless you have a local FFL handle things here, you'll need to use someone like UPS or FedEx, and comply with their own regulations regarding the shipment of firearms.
