PA does not have a state sanctioned state defense force (SDF). State law does permit organizing such a force but it must be activated by the Governor.
There is an unrecognized group that is working toward getting the PA SDF reactivated. I seriously doubt anything will come of it. The "usual" path is for the governor of a state to form such a force which then recruits members. Having an existing group that wants to be recognized doesn't really get anywhere.
Nearby states do have active SDFs. New York has one of the best and I believe Maryland has one also. At present, my understanding is that California has the only SDF authorized to carry weapons and they have a small group of highly trained experts who provide training to CA Army National Guard troops.
If you want to serve the community, the state and your Nation, I'd recommend PA Army National Guard or if you don't qualify due to age or medical, a nearby SDF. Just be aware that if your motivation is not service but just to, for example, qualify with and carry guns, you may be sorely disappointed. Military service is just that: service. If that's your motivation, HOOAH! If not, you won't be happy.
