The GSG5 rifle can be transferred FTF between two legal PA residents. The GSG pistol must be transferred through an FFL.
A C&R is a class 03 FFL, allowing the owner to acquire firearms classified as curios or relics (usually but not always at least 50 years old) without going through an 01 FFL. The C&R can only be used for personal collecting and not business.

If it is a handgun it needs to be transferred through a FFL unless the two persons are spouses, parent/child, grandparent/grandchild.
If it is a rifle(has a shoulder stock), but has a barrel less than 16", or and overall length less than 26" - it needs to follow the same procedures as a handgun in PA. It also should have been registered as an NFA device.
All other normal long guns do not require a FFL for transfers between two or more parties within PA.
C&R is a Curios & Relics License.
