WASHINGTON — The House moved Wednesday to compel the nation's capital to broaden the rights of its residents to buy and own firearms, including semiautomatic weapons.

Critics, led by the District of Columbia's sole delegate to Congress, decried the action. They said the vote tramples on the District's rights to govern itself and could endanger both residents and political dignitaries who so often travel across the city.

But the National Rifle Association-backed bill passed easily, 266-152, with supporters saying they were determined to give D.C. residents the same Second Amendment right of self-defense that has been available to other Americans.

Many of those speaking for the bill in debate that went well into the night Tuesday were conservative Democrats from rural districts that strongly support gun rights. Eighty-five Democrats voted for the bill.

"Number one, I'm a pro-gun Democrat," said Rep. Mike Ross, D-Ark. "Number 2, if the government of the District of Columbia can take your guns away from you in our nation's capital, Prescott, Arkansas, and many other small towns across the country could be next."

The legislation is unlikely to be taken up in the Senate in the few remaining weeks of this session, but it served both to give lawmakers a pro-gun vote shortly before the election and demonstrate the continuing political clout of the NRA.

The bill, sponsored by Mississippi freshman Democrat Travis Childers, repeals the District's semiautomatic handgun ban and overturns D.C. law requiring that firearms kept in the home be locked up and inoperable. It allows D.C. residents to purchase guns from federally licensed dealers in Maryland and Virginia and repeals what critics claimed were burdensome registration requirements.

The Supreme Court, in a 5-4 vote last June, ruled that the 32-year-old District ban on handgun possession violated Second Amendment rights to bear arms. The D.C. Council responded the next month with a temporary measure allowing possession of unloaded weapons in homes but keeping the ban on semiautomatics.

On Tuesday the council went further, voting to allow residents to own most semiautomatic pistols and removing the requirement that weapons be stored unloaded and disassembled or secured with trigger locks.

That wasn't enough for the NRA and its congressional allies, which accused the council of trying to defy the Supreme Court ruling.

"This Congress has lost faith in the willingness of the District of Columbia to defend the Second Amendment," said Rep. Mark Souder, R-Ind.

But nonvoting Delegate Eleanor Holmes Norton said Congress was violating the District's home rule rights by imposing federal dictates, something it would do to no other American city. "The House has the gall to ask for a vote to nullify the gun laws in my district, depriving my district of the right to protect itself and visitors like yourselves while denying me a vote on this floor on passage. Have you no shame?"

Norton unsuccessfully tried to move a bill that would have merely given the District 180 days to come up with new regulations complying with the Supreme Court ruling. The White House opposed that approach and supported the Childers measure, saying it would "immediately advance Second Amendment principles."

"I ask Congress, leave us alone and let us do our job," D.C. Council member Carol Schwartz said Tuesday.

Did you read that first part? Where did they get the notion that DC can self govern? Washington DC is constitutionally controlled and governed by the US Congress.

Today, the U.S. House of Representatives opted to pass Representative Childers' D.C. gun ban repeal instead of the anti-gun bill sponsored by Del. Eleanor Holmes Norton -- which would have allowed D.C. to continue enacting gun control.

The bill now goes to the Senate, but unless there is a ton of pressure put on Majority Leader Harry Reid (D-NV), the bill will languish in committee.

Thankfully, Sen. Kay Bailey Hutchison (R-TX) is spearheading an effort to get a vote on the House-passed bill. She is asking her fellow Senators to cosponsor a letter which she will then deliver to Sen. Reid.

The Hutchison letter points out that, "In DC v. Heller, the court affirmed that the District of Columbia's ban on ownership of handguns was an unconstitutional restriction on that right."

After noting that D.C. has continued to deprive its residents of their Second Amendment rights for more than 30 years, the letter asks Sen. Reid "to ensure that D.C. residents do not have to wait any longer to realize their constitutional rights by allowing the full Senate to consider H.R. 6842 before the 110th Congress concludes."

(Norton's bill was the original HR 6842, but it now contains the Childers pro-gun language instead -- thanks in no small part to your efforts.)

There are not many days left before Congress recesses for the remainder of the year, and Sen. Reid is expected to try to run out the clock on the D.C. repeal bill. That's why it’s important to act quickly and contact your own two U.S. Senators.

This is the last chance we have this year to put some teeth into the Supreme Court's decision in Heller. Gun Owners of America will score the signing of this letter in its upcoming congressional rating.

I was happy to see that the House of Representatives voted for the Childers substitute language which will repeal the D.C. gun ban (HR 6842).

I recognize that there is not much time left in the legislative session, and so I hope you will do everything in your power to pressure Majority Leader Harry Reid to bring up HR 6842 for a vote.

Hence, I urge you to cosign by Friday the Hutchison letter which urges Reid "to ensure that D.C. residents do not have to wait any longer to realize their constitutional rights by allowing the full Senate to consider H.R. 6842 before the 110th Congress concludes."

Let's all cheer "let's go senate... let's go" ... god bless all those in dc if it passes the senate and w bush signs it... god bless them all... that'd make dc like pennsylvania minus the right to carry laws... i see another supreme court ruling in the near future... because the 2nd say to keep and bear arms... that'd be another baby step... just think of this post heller era... a possible national right to carry law... then i can consider traveling to the people's republic of new jersey with one less worry... oh I have some great dreams... heller is the Dr martain luther king of the gun world, except he won't be assasinated because he has guns to defend himself...

Will it get by the Senate though?? Representative have always been more in touch with the "people", since that is who they are supposed to represent directly. Senators on the other hand are another story and represent the state as a whole. ..Sorta like the British House of Lords(Senate) and the House of Commons(Representatives).

It isn't fantastic, its great politics. Every politician who voted Aye can go back home and show hes for "gun rights" without doing anything to piss off the anti-gun groups that live within their area - since it only affects DC. It's a political "gimme" and although it works for us in this case its the same mechanism that makes almost anything the least "controversial" almost impossible to move through our legislation system.

Agreed. And even if the anti-gunners get pissed, the politicians can say, "I had no choice. As a Congress we have to respect the Judiciary's interpretation of the Constitution, and our laws must reflect that".
