Default how do you get a class 3?

now this has been making me wonder alot,how do you get a class 3 weapons permit?I know a few things about it but the rest is unclear to me.

you must have a spotless record,you must be 21 ,you must be an American citizen,you must live in a state that allows the posession of an automatic weapon

I mean dosn't every gun owner want a few automatic weapons around to take to the range and be proud of ,and me personally i want a MINIGUN!that would be cool to have even though its a tremendous ammo eater,and sawed off shotguns so cool *drools*(that be great to have just kill that dang groundhog with both barrels,if you can get close enough)as my name describes i'm trigger happy,but i do not want to break any laws in the process,and I want to be safe,but mostly to blow stuff up(again legally and safely)

(please excuse my punctuation and my spelling i just have alot of questions.)

So the real impatient should 1: read this later 2: move to a 3rd world country. 3: Become a criminal and do whatever you want?

You know what strikes me funny? I'm a tinker at heart and love firearms..and yet have no idea mechnically how they work..AND want to! I've always told people..before I'm dead..I want to legally own one..just to learn how they work. Wonder if I should add that to my appeal for a class 3? Hmmm..
