Question Philly petition for return of property

I have a question for you guys. The guy that lives next door accidently fired his gun on june 24th while taking his glock out of his serpa holster. The round hit him in the toe so he goes to the hospital and detectives are called. I gues that is the norm. the tell him that because there was a gun fired they need to got to the house to make sure everything he said really happened. he signs a concent for for them to go in the house to check it out. He tells them where the gun was "on the dinning room table" and they leave. They went to his house and took both his glock and another handgun saying the have to run ballistics on them. They also took his florida permit and his pa. permit. He gets a property receipt for the guns but they don't give him one for his permits. They told him he has to call the permit unit to see what the status is. He called and the tell him that they send out of state permits to the home state and what happens after that who knows. I told him to get his guns back and to file a petition for return of property but he does not know how to fill it out or what the drill is. Can any one help? I think they f.... him with no k.y. but who knows in philly.

Philadelphias policy is that if the gun goes to fiu(ballistics), he will need a lawyer to get his firearms back. He should have never consented to a search. He is lucky they didn't throw a bunch of charges at him.
