The .38 and 9mm handguns are more powerful; revolvers typically are cheaper on the street because they have a smaller bullet capacity, experts say.

No cite to who the 'experts' are who are saying this. Now, as in any marketplace in a capitalist arena, pricing follows supply and demand.
I would say the price is higher because the demand for the pistols is higher than the revolvers.
From this, one can only state that possible reasons (unless they asked a group of people) are differences in rate of fire, coolness factor and number of rounds. Without stats from a study, I could not say which is more important to criminals. Giving the abuse criminals may do to their firearms from neglecting maintenance to physical pounding etc. the revolver may be more dependable. But I surmise, most criminals are idiots to begin with and would care about coolness factor or rate of fire over everything else.
Now, I could be wrong, but without the data, I don't think any more could be said. I sincerely doubt that capacity is the top of their list as criminals. So, I call BS on that statement.
